EuroCham Cambodia was pleased to attend the launch of the EU-funded Twinning Project on “Strengthening Tax Revenue Collection in Cambodia,” implemented in partnership with the General Department of Taxation and European counterparts from France and Finland.
The project sets out an ambitious agenda and is backed by a €2 million budget, running over 27 months, with 690 days of EU expert deployment. It is implemented through a peer-to-peer model, pairing Cambodian institutions with public administrations from France (DGFiP/Expertise France) and Finland (HAUS).
The approach follows a structured cycle of analysis → co-design → implementation → learning, ensuring continuous capacity development.
Core activities include:
- Diagnostic studies and gap analyses
- Development of legal, policy, and institutional frameworks
- Tax audit assessments and reform action plans
- Workshops, stakeholder consultations, and working groups
- On-the-job coaching and targeted training programs
- Study visits and exchange programs in Europe
EuroCham looks forward to the positive spillover effects for the private sector in Cambodia, as strengthened tax administration and improved governance frameworks play a key role in fostering investor confidence and sustainable economic growth.
