On Friday, 5 September 2025, the EuroCham Healthcare Committee held a courtesy meeting with the Ministry of Health (MoH), led by H.E. Dr. Moeung Vannarom, Under-Secretary of State, and representatives from the Digital Health Department, including Director, Mr. Sok Samnang.
The meeting emphasized the shared commitment of the Royal Government of Cambodia (RGC) and MoH to fostering public-private collaboration in healthcare. H.E. Dr. Vannarom highlighted the critical role of the private sector in advancing digital health infrastructure and connectivity, noting opportunities in areas such as AI-powered healthcare services. He also stressed the importance of addressing data privacy and cybersecurity risks.
Mr. Samnang outlined the Department’s ongoing efforts to modernize healthcare delivery under the 2024–2035 Strategic Plan, focusing on digital transformation, human resource development and more.
Mr. Martin Brisson, Executive Director of EuroCham Cambodia, reaffirmed EuroCham’s support through initiatives such as the Healthcare Forum, Breakfast Talks, and the White Book 2024, which offers key policy recommendations aligned with MoH priorities.
On behalf of the Healthcare Committee, Dr. Elias Engelking, Co-Chair, presented the White Paper, which proposes a regulatory framework addressing telehealth licensing, data protection, interoperability, AI ethics, and a regulatory sandbox model. He also introduced the upcoming EuroCham Healthcare Forum and Innovation Exhibition 2025, scheduled for 30 October 2025 in Phnom Penh.
