FMCG Issue Resolved: Prohibition on “Open-Lid” Beverage Promotion

Following the issuance of Prakas 4528 by the Ministry of Economy and Finance, Cambodia will officially prohibit “open-lid” prize promotions for both alcoholic and non-alcoholic beverages, effective 1 October 2026. 
Advocacy Timeline:
EuroCham and our members have consistently advocated for this updated regulation. Our journey includes:
  • 18 March 2025: FMCG Committee members formally sought the intervention of the Prime Minister to address the impact of these promotions through an official letter.
  • 24 April 2025: The Office of the Council of Ministers issued Letter No. 695 SCN addressing the potential ban on open-lid promotions in Cambodia’s beverage and alcohol industry. Samdech Prime Minister announced the forthcoming ban, granting businesses a transition period of six months to one year to ensure full compliance.
  • 6 May 2026: A EuroCham delegation, led by Chairman Mr. Tassilo Brinzer and members of the Fast-Moving Consumer Goods (FMCG) Committee, met with H.E. Pundit Sapheacha Hing Thoraxy, Permanent Secretary of State of the Office of the Council of Ministers (above photos).
During our recent discussions, EuroCham addressed the technicalities of the ban alongside broader strategies to curb excessive consumption. While we continue to seek specific clarifications to ensure a seamless transition for all stakeholders, our position remains firm: EuroCham highly appreciates Prime Minister decision and the on-going efforts of the Royal Government of Cambodia.
Notably, the prohibition on “open-lid” promotions was one of the policy recommendations in our upcoming White Book 2027 (FMCG Chapter). With the official launch of the White Book scheduled for 19 May, we consider this specific issue as successfully resolved. 
We welcome this Prakas as a significant move toward strengthening public health and fair competition and further promote responsible marketing in Cambodia. EuroCham Cambodia remains dedicated to working hand-in-hand with the Royal Government moving forward.
