On Wednesday 12 August, the Tax & Governance Committee convened to review its progress over the past year and discuss the outcomes of both the recent 4th Private Sector-Government Forum (PPSD 4) and the Tax Forum 2026.
 
Key Highlights:
  • PPSD 4 Updates: The Advocacy team presented the outcomes from the PPSD 4 meeting held on 23 June at the CDC. A total of 15 policy recommendations were submitted, including two key recommendations from the Tax & Governance Committee: addressing the 1% Prepayment Tax on Income (Tax) and establishing a Commercial Court (Governance). The CDC acknowledged both issues and confirmed they will work with the relevant ministries to move discussions forward.

  • Tax Forum 2026: A major milestone for the Committee this year was the successful execution of the Tax Forum 2026, which drew approximately 150 participants. Supported by senior leaders from the GDT, tax experts, and industry partners, the forum focused on Tax Formalisation through interactive breakout sessions. Attendee feedback was overwhelmingly positive, with high satisfaction regarding updates on Cambodia’s current tax landscape. Participants also expressed strong interest in future sessions covering tax audits, tax on trusts, and accounting topics.

  • Potential Topics: Committee members highlighted the need to advocate for a specialised Tax Court in Cambodia. Establishing a dedicated judicial body for tax matters would streamline dispute resolution and provide greater legal certainty for businesses.
